TITLE: Contract: Lynnwood Police Guild Police Officers and Detectives

SUMMARY:
The City of Lynnwood and the Lynnwood Police Guild representing police officers and detectives have reached an agreement for the remainder of 2013, 2014 and 2015.  The Lynnwood Police Guild has ratified the contract.
POLICY QUESTION(S) FOR COUNCIL CONSIDERATION:
Should the Council approve the negotiated contract between the City of Lynnwood and the Lynnwood Police Guild representing police officers and detectives?
ACTION:
Authorize the Mayor to sign the contract by and between the City of Lynnwood and the Lynnwood Police Guild representing police officers and detectives for the remainder of 2013, 2014 and 2015.
BACKGROUND:
The City and the police guild have completed negotiations for a three year period.  The contract term will commence upon ratification by the City Council.  The Guild has already ratified the contract.
PREVIOUS COUNCIL ACTIONS:
Approved previous labor agreements between the City and the Lynnwood Police Guild.
FUNDING:
Funding will be sourced in the general fund utilizing either existing budget capacity or through the reallocation of previously assigned funding.
KEY FEATURES AND VISION ALIGNMENT:

The contract provides for the following primary provisions:
Compensation for additional hours worked by those employees assigned to 12 hour shifts.
No general salary increase for 2013.
Wage increase of 90% of CPI-W Seattle Tacoma in 2014.
Reopening of the contract for 2015 addressing wages and a sick leave incentive program.

ADMINISTRATION RECOMMENDATION:
Authorize the Mayor to sign a contract for labor services by and between the City of Lynnwood and the Lynnwood Police Guild representing police officers and detectives for the remainder of 2013-15.
