Memo items are customarily reviewed by individual Council Members. They are not normally discussed by the Council during the work session.
If a Council Member has a question(s), relating to a memo, it is his/her responsibility to contact the department had with the specific question(s) by noon on the Monday of the business meeting.
In the event that your question(s) are not answered to your satisfaction, you may solicit the support of an additional Council Member or two and have it brought back to the next work session for discussion by the whole group. It is not appropriate to ask for discussion of a memo item without completing the above process.
Since the memo items are generally considered routing items, they are automatically made a part of the Consent Agenda at the Business Meetings.
