TITLE: City Center Briefing #3: Parks & Recreation

SUMMARY:

On March 1, 2010, City Council received Briefing #1 from the Office of Economic Development that presented an overview of the City Center project to date and a summary of activities associated with City Center implementation. At that meeting, next steps were presented, including briefings from Public Works, Parks, and Community Development on activities completed to date. Subsequently, On May 26, 2010 City Council received Briefing #2 that provided an overview from Economic Development on SEPA planned action and Public Works regarding City Center infrastructure plans and projects.

On June 7, 2010 City Council will receive Briefing #3 from the Parks, Recreation & Cultural Arts Department regarding the City Center Parks Master Plan and the role of parks in driving economic development and momentum to the City Center. There are two documents associated with this presentation:

There will be further detailed discussion with City Council in upcoming Briefing #4 from Community Development and Economic Development. After Council has received briefings by the departments, and staff has completed reviews and recommendations, Council will be provided with comprehensive recommendations from staff to proceed with the Planned Action Ordinance.

ACTION:
Receive City Center Briefing #3.
BACKGROUND:

In September 2004, City Council adopted the City Center Final Supplemental Environmental Impact Statement (SEIS) prepared by Huckell/Weinman Associates, Inc. On page I-11 of the SEIS it references the intent for a Planned Action:

"The City of Lynnwood is considering designating the study area as a 'planned action' pursuant to the State Environmental Policy Act (SEPA) and implementing rules (RCW 43.21C.031(2)(a) and WAC 197-11-164). The City Center SEIS has been prepared to support a planned action designation, if the City Council determines to proceed with this approach."

The subsequent plans and studies performed called "Seed Money Projects" help verify the mitigations required to proceed with a planned action ordinance for the City Center. City Council is receiving briefings on the City Center components and the results of the Seed Money Projects, including the City Center Parks Master Plan. This information will be used to prepare recommendations for moving forward with City Center implementation.
